First off, excuse any spelling errors -- I'm in the midst of having my bathroom renovated and am also on a few minutes' break from babysitting my 3 year old nephew. I'm typing quickly, to say the least ;)
I had an idea, but I wanted to run it past all of you before going anywhere with it. Part of the reason I have yet to make my first game post is that having created Paku Reem before having the chance to read through the info in the "Epic Plot" thread, I'm now finding it hard to figure out where he'd fit into things. On the weekend, I had an idea for a new character to replace Paku, but since this new character may have significant impact on how things could play out, I thought I'd run the idea past all of you before going too far with it.
If you don't like this, then I can just make a few adjustments to Paku so he'll fit better.
Anyway...
The idea is to create someone who will be an almost-villain. Meaning he'll be working for the Imperials, but rather than being blindly loyal to the Emperor, he's pretty much loyal to no one and would, in fact, rather be in charge of his own little empire than be a part of Palpatine's. To this end, despite being on the Empire's payroll and under the command of Harkness, this character will be playing all angles -- he'd be in contact with the Syndicate, the Nobles, etc., without each one knowing of his dealings with the others. He wouldn't be overly powerful, in terms of troops (I'm thinking one bodyguard and maybe one squad of a dozen clone troops. Something like that), so realistically, he has no chance of overthrowing anyone. However, he'd have the kind of vicious reputation that would cause people to take him very seriously, despite his lack of manpower. Essentially, he'd be the guy in charge of doing the Empire's dirty work when they need sombody threatened or killed without causing the kind of highly visible stir a platoon of stormtroopers would cause. In playing all sides of the conflict, this character may even end up helping the rebels, but he may just as likely side with the "bad" Nobles to further his own goals.
To boil it down to its most simple form, the character would be the Star Wars equivalent of an Inquisitor at the old witch trials. He blow into town, causes a lot of trouble and a lot of deaths, increases his wealth by confiscating the posessions of his victims, his power by creating an atmosphere of fear, then leaves to find another target. Perhaps he was even one of the investigators in the Empire's search for the remaining Jedi after the events of SW:ROTS.

How does he fit in with Akula? Akula is Harkness's 'man in the field' so to speak. This is why he is such a danger.
However, in keeping with the 'Triad' theme of three sides to every truth this new character could be sort of like a Russian Political Officer (Zampolit) who is responsible for upholding the 'Imperial ideal' which would effectively be a position where he could curtail some of Akula's rampant sabotage of Harkness's authority without completely backing Harkness.
He might be the "officer of choice" when dealing with the Empire for the PCs as it will quickly become evident that he is supporting his own agenda and he will meet - relatively equitably - with anyone where Harkness would put them bureaucratic hell, and Akula is just as likely to throw them in proson as look at them.
For all we know it was his doing that orchestrated the "coup" where all the Nobles were arrested, even though he used Harkness and Akula to pull it off.
I'd suggest a higher rank than Akula, but since he is effectively outside the chain of command on the planet (he answers to Corusant like Harkness does) he isn't his superior officer, just a higher-ranked one. Of course Akula would fear being reported to Coruscant unless it is a glowing recommendation.
Let us say Major or Lt. Commander as a rank. Under Cmdr Harkness as a rank, but higher than Lt. Akula.

I like the idea of him being a "political officer," especially since that seemed to have been Russian for "witch hunter" for a while there. Maybe it would be interesting to combine the Imperial Zampolit with the Jedi-hunting Inquisitor, as James mentioned, to get a character who at one time hunted Jedi, but has been put in the slightly less-bloody role of political officer. But ends up bringing a high level of violence to that role anyway.
I'll tell you what... I'll do up a more detailed bio tomorrow at some point and post it in the Character Proposal section. Then everyone can take a look, throw in their two cents and see what happens. The more I think about it, the more I think I'll enjoy playing a real SOB.
The last free-form I was in, I played a character who started out a hero and became a villain by the time I left the game. Maybe this will end up being the exact opposite ;)

I just posted the bio in the character proposals forum.
