Description:
William usually dressed in one of two ways when on assignment. He owns a neutral gray suit that he will wear for more formal occassions or wanting to look like a man with authority. His other is jeans, t-shirt, and a balck leather jacket. At home he will usually end up dressing in street clothes. William is starting to bald with a somewhat hard look about him - he strikes anyone who ees him as being both serious and dangerous.

Background:
William was born on April 15, 1961. The youngest of three children,
James was always something of a loner. A fairly quiet person, he constantly got
into fights at school. This led him to take up Kung Fu as a matter of self
defence (though his skills in this have waned in recent years due to lack of
use), which he held off putting into practice until being more highly trained.
His fate in school changed on the day when he finally did use it, severly
thrashing the person who had decided to come after him.
It was his Junior Year of high school, and the tables were now reversed. William
enjoyed the newfound respect and fear he found that he now commanded, and used
it to his advantage. About this time he discovered his limited precognative
abilities. Several seconds before a fight happened, he knew who would attack and
from where. The bullied thus became the bully, giving him a comfortable position
of power over his last two years in high school.
In 1979 after High School, William joined the US army. By 1982, he was recruited
to be trained by the Army Rangers, where he displayed talent in both combat and
covert ops. James was very quickly developing an excellent record in the
service, mostly used in black ops, giving him some rather vauge citations.
In 1989, the impossible happened: a domestic terrorist group managed to get the
requisite parts to construct a very small nuclear weapon. William was part of
the unit assigned to deal with the problem, kept under tight wraps. Their
mission: eliminate the group, prevent detonation of the bomb, and capture it.
According to the mission commander, Wiliam was the reason that the mission was
successful with his combat sense.
They were quitely awarded the Congressional Medal of Honor for the operation,
however, the Secretary of Defence wound up presenting them the awards. After the
ceremony he approached William. "Have you ever heard of the Illuminati?" he
asked.
"We believe in the idea of self-government, but that most people simply aren't
at the place where it can be instituted. By no means are we in complete control
of the world - but we have the most influence here in America, and a fair deal
in Western Europe as well. We have certain problems in trying to reach the point
where we really can rule the world in secret. Problems you might be able to help
us deal with."
Offered money and power, William agreed to join the Illuminati. Introduced to
two of the wealthiest CEOs in the country. One of them was in charge of
communications/software company Zyrcom (played by Raul Julia), while the other
ran Benson Pharmacutecles (played by Anjelica Houston), a drug company branching
out into the fledgling biotech industry. It was these two who controlled the
Illuminati.
Having had hints of his precog abilities, a more specific offer was made. They
had the technology to "augment" his natural abilities, both in combat and
cognition. William would work directly under them. He agreed. Aside from just
geenral heightened reflexes and a targetting system, he gained a specially
developed chip to enhance his natural precog ability (see powers for details).
Willian became known as "the Fixer" to the Illuminati because of his talent for
"fixing" problem situations. His work has ranged from assasination to bodyguard
work, corporate espionage, even both causing and preventing acts of sabotage.
enemy: I see William playing out as being able to pretty much able to either
pick up other people's nemesis as his own, or even to pick up other charecters
as a nemesis. While it might be ncie to have a specific nemesis, I'm not
entirely certainone is necessarily called for in this case.
Powers:
Combat Precognition:
Normal - Can tell 3 to 5 seconds before some danger occurs it will happen. For
example, setting off a trap or an attack against him occuring. This noraml
sense, while extremely reliable, is by no means perfect. There are some
situations in which it simply does not come in handy.
Enhanced - William is capable of connecting to the Oberserver Artificial Intelligence. Once this happens, his knowledge and whatever Observer has gleaned can be combined, and then Observer trigger's the appropriate neurons to fire in his brain to extend his power. This is usefull for more long-term planning, but is limited by the 'knowledge gap' - anything neither he nor Observer knows is not considered. Prolonged use of the enhancement, however, may lead to brain damage.
Physical Augmentations:
Wired Reflexes - William's reflexes and speed have been enhanced to about 2
times that of a normal human.
Targeting System - William's head is equipped with a special targeting computer,
linking his eyes to other body parts. The result of this is increased accuracy
in combat.

have the eye in pyramid design on them.

Access to:
A nice variety of other weapons. Usually something like garrote wire,
anesthetic, and lockpicks, depending on the mission. On occassion he will access
heavier weapons, but this is not normal, as something like a submachine gun
tends to draw attention.
Other:
Connection with Observer:
The 'hardware' used to connect to Observer is a very specially modified laptop. About the only thing it does that a normal laptop does is display the windows startup screen. Two special patches are connected to the temples, with wires running to the laptop.
Observer and the scientists have found a way to use wireless cell phone networks to 'piggyback' the signal to work on a wireless netwrok, at least within the United States, Europe, and Australia. A hardline connection is also possible.
Transmition is two ways: it has a camera and speaker to transmit images and sounds back to Observer, allowing for realtime voice conversation.
