These aren't really NPCs (although they are) they are plot hooks, dribblings of ideas and names and faces that can be used to expand into bigger ideas. Try to keep the bio down to 2 paragraphs or so. Put in a partial idea somewhere that can be developed into an adventure idea. And fill in some of the "why should we care about this person" backgrounds.

Hugo Kessler - Brilliant software engineer and owner of "Microsquare" the largest game manufacturing company in the world. He studied under Max Derringer (the greatest cybernetic engineer who ever lived) and even now Hugo's name is spoken with a mixture of contempt and reverence (much like "Bill Gates" in our world).
Hugo was cleared by the government in the training simlation deaths and subsequent terrizing of much of Seattle in the CHASE incident.
Hugo continues to work with artificially intelligent sumulations although he must report their existence to WAIT and have hard-coded safety interrupts. Played by John Malkovitch

George Gornton - President of the United States. A Handsome man with no personality who is percieved to be somewhat dim by the general public. (an amalgam of George Bush, Bill Clinton and Al Gore)

"The Citizen" - One of the first metahumans to ever emerge (his origins go back to 1931) and the most beloved by the world. The Citizen (short for First Citizen of Earth) forswore all nationality or political alliances. His costume completely hid his skin making even his race a mystery. Only his gender polarized The Citizen, but he made it clear that he in no way sought special exception based on that criteria distaining any "exclusively male" honors or awards.
The Citizen disappeard on January 28, 1986 (the date of the Challenger disaster which never happened here) when he flew into outerspace in a rocketship to destroy a meteor headed for earth. The meteor was successfully broken into smaller segments but no trace of the then nearly 80-year old Citizen was ever found.
Here are some common phrases (made popular by a series of movies about the Citizen) that nearly every person in the world would recognise :
"Don't just bet on it count on it!"
"I know The Citizen, and you are no Citizen." - (Often spouted at the villain by the kidnapping victims)
"Don't expect me to say 'Crime doesn't pay' because it always does; and I am going to make you pay."
"One World, One Truth, One Citizen."

Sally Hedgewick - The Triple Threat. She sings, she acts, and she performs on stages. She has won a Tony, and Oscar, and a Grammy. She's also been kidnapped by 4 different super villains and had her life threatened so many times she has completely lost count. She actually employs 2 metahuman bodyguards. (Played by Julia Roberts)

Gary Greenwich - Author, TV Talkshow Host and Well respected journalist whose weekly column "More Than Just the Point of View" is syndicated in most major newspapers. Late Night television would not be the same without "The Late Show with Gary Greewich" which features his quirky humor and intelligent questions. The Late Show is one of the few shows that actually gives airtime to Heroes and Villains alike. And despite 2 incidents in the last 5 years of the audience being held hostage, the network continues to give Gary a broad hand in running his show. Mostly becasue he gets terrific ratings.

Peter G. McMasters - Editor in Chief for the Metas and Masterminds magazine. His meta/non-meta status was recently called into question on "Late Night with Gary Greenwich" and it was generally agreed that he dodged the question. A colorful personality, McMasters is enjoying the notoriety of his publication and will be soon debuting the co-publications Teen Meta and International Meta. Played by Larry Flint (pre-wheelchair)
